Peking, October 5, 1906. SHANGHAE incident. Please see my telegram No. 176 of the 1st instant. The Board of Foreign Affairs agreed on the 3rd instant to issue instructions for the settlement of this case to the new Viceroy of Nanking before his departure from Peking; the next day the Viceroy, who at first showed a disposition to reopen the whole question, gave me a verbal promise that he would deal with the case immediately after reaching his post, and continue the negotiations on the basis of the instructions issued by the Wai-wu Pu in June last (see Mr. Carnegie's telegram No. 122 of the 6th of that month).
